Member Associations with five or more Clubs may send two International Councillors and those with less than five Clubs may send one International Councillor. Member Associations which are not represented by their International Councillor(s) (= by any member of the National Association) may appoint one or two members of other member Associations as Consul(s) to attend an Annual General Meeting on their behalf and vote accordingly. Their names must be notified to the Secretary at the latest one month prior to the meeting. Consuls must not represent more than one member Association at the same time. Officers and International Councillors cannot act as Consuls. All Councillors and Consuls must be former members of Round Table.
